Pollution Becomes Transboundary When a Pathway Carries It Across a Border

1. A pollutant begins at a source, moves through a pathway and reaches people or ecosystems that receive the exposure.
2. Air currents can transport smoke, sulphur compounds, nitrogen compounds and radioactive particles across national borders.
3. Rivers and groundwater can carry nutrients, industrial chemicals and mine waste from an upstream state into a downstream state.
4. Ocean currents can disperse oil, plastics and persistent chemicals beyond the jurisdiction in which they entered the sea.
5. The source country and affected country may value the activity differently, so the environmental problem also becomes a political problem.

The Severity of Transboundary Pollution Depends on More than Distance

1. A large release can create severe harm, but toxicity, persistence and the timing of exposure can matter as much as the amount emitted.
2. Weather and hydrology control the direction and speed of movement, which makes some pollution episodes seasonal and difficult to predict.
3. Vulnerability is uneven because children, older people, outdoor workers and people with respiratory illness are more sensitive to poor air quality.
4. Low-income households may have less access to filtered indoor space, health care or the ability to stop working during an episode.
5. National borders divide legal authority even when the physical system is shared, creating a mismatch between the scale of the process and the scale of government.

Southeast Asian Haze Links Land Clearance in Indonesia to Regional Exposure

1. Fires on Sumatra and Kalimantan are associated with land clearance, plantation development and the burning of drained peat, although ignition has several causes and cannot be assigned to one sector alone.
2. Peat contains carbon-rich organic matter, so drained peat can smoulder underground, resist suppression and release smoke for long periods.
3. Seasonal winds can carry fine particulate matter into Malaysia and Singapore, reducing visibility and increasing exposure far from the original fire.
4. The effects include respiratory illness, school and airport disruption, lower worker productivity, tourism losses, ecosystem damage and large greenhouse-gas emissions.
5. The World Bank estimated that Indonesia's 2015 fires and haze cost US$16.1 billion, about 1.9 percent of national GDP, before counting every loss outside Indonesia.

Responses Must Prevent Ignition as Well as Manage the Smoke

1. Indonesia can reduce risk through peatland rewetting, restoration, fire bans, land-tenure clarity, community fire prevention and enforcement against illegal burning.
2. Satellite hotspot monitoring and air-quality measurements provide early warning, but a hotspot is evidence of heat rather than proof of who started a fire.
3. The ASEAN Agreement on Transboundary Haze Pollution was signed in 2002, entered into force in 2003 and has now been ratified by all ASEAN member states.
4. The agreement supports monitoring, information exchange, prevention, technical cooperation and coordinated emergency response.
5. ASEAN adopted a second Haze-Free Roadmap for 2023–2030 after haze continued beyond the first roadmap's target period.
6. Singapore's Transboundary Haze Pollution Act allows action against entities that cause or contribute to haze affecting Singapore, but evidence and jurisdiction across borders make enforcement difficult.

The Strongest Response Acts at the Source but Shares Responsibility

1. Emergency firefighting treats an active hazard, whereas restoring wet peat and changing land-clearance incentives reduce the probability that the hazard begins.
2. Regional monitoring improves transparency, yet ASEAN cooperation relies heavily on national implementation and cannot replace effective land governance.
3. Consumers, traders and investors outside the burning area influence demand for commodities, so responsibility is distributed along supply chains rather than ending at the fire line.
4. Drought associated with El Niño can intensify fire conditions, but climate variability does not remove human responsibility for drainage, ignition and enforcement.
5. A balanced judgment is that cooperation has improved surveillance and coordination, while recurring haze shows that prevention and enforcement remain uneven.
