Internal sovereignty is a state's supreme authority over people, institutions and territory within its borders. External sovereignty is the state's independence from outside control and its capacity to act autonomously in international politics.
This distinction is prescribed within sovereignty in global politics for both SL and HL. It separates authority exercised inside a state from independence maintained outside it.

The distinction also clarifies de jure sovereignty, meaning legal authority, and de facto sovereignty, meaning effective authority in practice. Haiti remains legally sovereign, but limited government control over parts of Port-au-Prince weakens its de facto internal sovereignty.
Ukraine retains international recognition and legal independence, although Russia's invasion violates its external sovereignty. Therefore, sovereignty is not simply present or absent: one dimension can be weakened without eliminating statehood.
A common misconception is that external sovereignty allows a state to ignore international rules. Sovereign states may voluntarily accept treaties or join the United Nations. This demonstrates interdependence and does not automatically remove sovereignty.
